Correct behavior in a terrorist event

Terror is a type of armed struggle, which makes use of violence against civilians for the purpose of achieving political objectives. This type of hostile action, intended to harm public morale, is used by terrorist organizations, together with any other means at their disposal, including lethal bombing attacks meant to spread terror and panic among populations much wider than those attacked, is meant to affect the public agenda and draw international attention to the ideology-driven demands of such organizations.
Terrorist militants employ a variety of both conventional and non-conventional means, such as: booby-trapping of abandoned items (“suspicious objects”), vehicles (“car bombs”), persons (“suspicious persons”) and so on.

Suspicious object

A suspicious object is an unfamiliar item the location of which raises the suspicion of being used for the purposes of sabotage, for instance: weapons and ammunition of unknown origin, “lucky finds” and seemingly harmless objects ostensibly abandoned or forgotten on the spot.

 

What do I do when I see a suspicious object?

If you notice a case, box, shopping bag or other items left in a public or private location without owner or supervision – do not touch, move, try to open or peek inside it! The object may explode at any time.
Don’t ignore and don’t hesitate – act immediately!!!

  • Do not approach the suspicious object and do not join the crowd around it, if such is gathering;
  • Distance yourself from the suspicious object, warn the bystanders and ask them to move away from it;
  • Dial 100 for the police emergency line;
  • Ask an additional person to warn the passers-by of the danger;
  • Report the precise location and description of the object to the police.

Suspicious Vehicle

A car or a truck loaded with a large amount of explosives and detonate at the place chosen by a terrorist organization as a site for bombing. The detonation is achieved either by a suicide bomber driving the vehicle, or by remote means. Car bombs are used not only for random acts of terror but also for assassination attempts against specific persons. A suspicious vehicle, or “car bomb”, has a number of advantages as compared to other means of terror, due to its ability to carry a large explosive load, thus achieving a potentially high number of casualties, its high mobility (breaking through barriers and such), and capacity for extensive collateral damage which may cause additional casualties (for instance, as a result of building collapse) and sustain the memory of the terrorist attack for a long time.

 

When is a vehicle considered suspicious?

  • If the vehicle is parked in an unusual location
  • If the vehicle is parked for a long time in a no-parking space
  • If the driver of the vehicle appears suspicious
  • If the driver of the vehicle is disoriented in his surroundings and appears unusually agitated
  • If the vehicle looks overloaded
  • For any other reason

 

What do I do when I notice a suspicious vehicle?

In any case a suspicious vehicle is discovered, it should be treated as containing munitions. Do not touch the vehicle or try to open its doors. Disperse the bystanders and block the street approaches to the vehicle. Inform the police immediately of the vehicle’s presence, specifying its location and the reason for suspicion.


Suspicious person (suicide bombings)

A suspicious person is a person whose behavior causes suspicion. Such behavior may be inadequate to circumstances, unusual or strange. Suspicious signs:

  • the suspect shows signs of excitement and nervousness, or perspires more than usual;
  • the suspect reveals signs of collaboration and sustaining a clandestine relationship with other people by signs, hints and movements directed at them;
  • the appearance of the suspect is unusual and does not match his personality, or does not fit the season (for instance, a long coat on a hot summer day);
  • the suspect is perceived to conceal munitions under his clothes.

 

How should I act if I identify a suspicious person?

Should you identify a suspicious person, maintain visual contact with that person, inform the security forces and/or persons in charge (store manager or security guard, driver or security guard in public transport) of your suspicion in as stealthy a manner as possible.
As far as possible, prevent the suspicious person’s proximity to others and prevent gathering of a crowd.
