Essential Actions in an Emergency

 

Some basic actions must immediately be taken in the event that the area of an industrial plant is hit by weapons

a.   Putting the industry’s emergency procedures for a Hazmat event into effect (similar to what would be done in peacetime)

 

b.             Immediately cutting off the electrical supply to the location of the event, or the main electrical supply to the factory

* Every shift must have one individual who has been appointed to this task.

* An electrical back-up for Hazmat detectors must be ensured. Likewise, it must be ensured that the firefighting pumps can operate independently of the electrical supply of the factory. If pump operation is dependent on the general electricity, only the electrical supply to the damaged facility must be cut off.

 

c.       Deploying firefighting means and starting to put out the fire

* The firefighting teams at the factory must undergo refreshers regarding correct deployment of hoses and correct use of the industrial firefighting means.

* It is important to remember that means of warfare are liable to fall in several locations at the same time. It is possible that, because of more serious events elsewhere, rescue personnel might arrive later than expected.

* It is important to remember that firefighting actions must not start unless the electricity has been cut off to the area that is being treated with foam or water.

* The firefighting material (foam, water, powder) must be matched to the hazardous materials stored in the factory.

* It is recommended that no one enter the location of the fire, but that activity be done from a distance.

* It is important to make sure that there is sufficient water pressure in the factory plumbing.

 

d.       Deploying absorbent materials to block the spillage of liquids

* In the event that a rocket containing metal pellets falls, it is to be expected that a large number of barrels/containers will be damaged, and, consequently, there will a large spillage of liquids. Therefore, in the event that hazardous materials are stored in barrels/blocks, it is important to prepare a back-up system for the drainage system usually planned for the largest container. The back-up is by means of absorbent sleeves or suitable substitutes.

The absorbent materials should not be stored in the immediate vicinity of the hazardous materials, so that even in the event of a rocket hit in the Hazmat area, it will still be possible to access the absorbent materials.

* In the event of a number of bulk containers in the same spill containment pallet, it is important to consider a solution for possible scenarios and to prepare accordingly.

* It is important to make sure that the people deploying the sleeves are protected by personal protective gear suitable to the materials that were hit.

* It is recommended to concentrate all the personal protective gear in a number of emergency closets outside the vicinity of the hazardous materials.

 

e.      Deploying additional measures to handle hazardous materials

Drainage systems, scrubbers, measures to reduce evaporation, etc.

 

f.      Treating victims

* Immediately contact rescue personnel at the Magen David Adom (MADA) hotline (101).

* First response is to be given by the first aid team at the factory and by factory personnel themselves, provided that they have been trained in basic first aid instruction.

* It is possible to get phone support at the MADA hotline (101), should rescue personnel be delayed.

 

g.   Worker instruction

It is important to go over the protective steps issued by the Home Front Command with the factory workers.
