Based on the Civil Defense Law, keeping hazardous materials obligates one to report them to the Home Front Command Hazmat Center.

The protective measures required by the Ministry of the Environment and those required by the Home Front Command differ from one another because of the different orientation of the two bodies in terms of possible scenarios. Therefore, it is possible that the Ministry of the Environment would not require protection/a pallet but the Hazmat Center would.
