Training Workers to Function in Emergencies

Paragraph 2(g) of the 5711-1951 Civil Defense Law stipulates that the civil defense service (Haga – Home Front Command)

  • is authorized to coordinate the actions of government ministries, local authorities, and private industry in the matter of civil defense, and
  • is also authorized by paragraph 2(i) to train the public in matters of civil defense and to equip the public with protection kits.
  • The 5733-1973 Civil Defense Ordinances (equipping industries and institutions, and training their workers) stipulate the authority to train supervisors and instruct industrial workers.

Being thus authorized, the Home Front Command runs essential training sessions in the industrial sector. These activities include:

A course for training defense supervisors in factories: The Home Front Command, in conjunction with government ministries and national infrastructure organizations, runs courses to train individual to act as supervisors of civil defense in factories and plants.

Training industrial workers in general: The Home Front Command, with prior coordination, sends instructors to factories and plants who train industrial workers on how to prepare for and cope with emergencies.

Training designated teams in factories: By request.

To coordinate training sessions, please contact the Regional Safety Officer of the Home Front Command.

In addition to the above, the Home Front Command together with essential industries run joint exercises through the Essential Industries Service.
