The Legal Basis for Civil Defense at the Factory

The Civil Defense Law, 5711-1951 and the Civil Defense Regulations (Factory, Institution Equipment and Training Their Employees) 5733-1973 is the legal basis to compel Factories to maintain equipment for emergency situations and to train their employees with respect to issues of defense.

The basis to the perception of protecting Factories is recognizing that Factories that are declared essential Factories will continue to function also during emergency situations – and their products are crucial to national security and the population.

Implementing civil defense guidelines in essential Factories will enable the essential Factories, the country's economy, the war efforts and the existence of the civil population to continue to function also during times of war despite the circumstances of war prevalent at that time.

By training employees at the Factories at a time of war one can continue to operate the Factory. By using Search & Rescue equipment stored at the Factory one can minimize the risk of endangering life.


The Duty to Train Employees and the Duty to Be Equipped with Protective Equipment

Section 20G of the Civil Defense Law compels factory owners to train their employees on issues concerning defense and equip the factory with Search & Rescue equipment and first aid, pursuant to the specifications determined in the Civil Defense Regulations (Factory, Institution Equipment and Training Their Employees), 5733-1973


Training Employees at the Factories to Function in an Emergency Situation

Section 2(g) of the Civil Defense Law, 5711-1951, states that the Civil Defense Service (Civil Defense-Home Front Command)

  • Is authorized to coordinate the government ministries, the local authorities and private factories' activities pertaining to civil defense issues.
  • Likewise the Home Front Command is authorized by virtue of Section 2(i) to instruct the population with respect to civil defense issues and to equip it with protective kits.
  • Likewise the Civil Defense Regulations (Factories, Institutions Equipment and Training their employees) 5733-1973 determines the power to prepare those in charge and to train employees at the factory.

 

By virtue of this power the Home Front Command hosts training courses for essential factories. These activities include: a course to prepare those in charge of civil defense at the factory, training for all the employees, training designated teams at factories as well as holding drills in conjunction with the essential factories.

Preparing a Person in Charge of Defense at the Factory – the Home Front Command, in collaboration and coordination with the government ministries and national infrastructures bodies hosts courses to prepare those in charge of civil defense at the factories.
