Terms of Use

General

The service provided on the National Emergency Portal (hereinafter: “the Site”) is intended to help explain to citizens the behavioral guidelines for coping with the coronavirus.
The Ministry of Defense and/or the Israeli Defense Forces and/or the Home Front Command and/or someone on their behalf (hereinafter: “the security authorities”) offer the above service subject to terms which will be described below. Access to the site’s contents, as well as any use of the site, are permitted subject to these terms.
The security authorities reserve the exclusive right to change, erase, or add terms to these regulations at any time. The binding terms shall be those published at the time of activity on the site.
The term “user” hereinafter means a person who creates a contact with or contacts military authorities using the service on the site. The information on the site is worded in the masculine for purposes of convenience only and applies to both men and women equally.


The responsibility of the IDF/the Home Front Command and the responsibility of the State of Israel

The information on this site is gathered, edited, and updated by the site administration, on behalf of the security authorities. The administration works to the best of its ability in order for the information appearing on the site to be as up-to-date and accurate as possible. At the same time, inaccuracies may have made their way into the information appearing on the site.
The service is offered to the public as-is. The security authorities will not bear responsibility for adapting the service to the needs of the user. The security authorities use the best technological tools to prevent malfunctions and inaccuracies in the information appearing on the site. The security authorities will not bear responsibility for mistakes or errors in the material displayed on the service. Likewise, the security authorities will not bear responsibility for changes made to the material displayed on the service by the user or by a third party. The user shall bear sole responsibility for the manner in which he makes use of the site.
The security authorities will not bear responsibility for any damage that is incurred to the user or to a third party as a direct or indirect result of the use of the site, including damage caused after the use of software applications which were downloaded directly via the site or were activated as a result of use of the site, including internet applications and including damages incurred as a result of the temporary or permanent shutdown of the site.
The service is liable to contain links to websites which are not operated by the security authorities, but rather by third parties. The security authorities do not have control over these sites and the security authorities do not bear responsibility for the contents that appear on them or to protect their use. The security authorities do not have any kind of responsibility for flaws and/or deficiencies and/or mistakes of any kind in the information that appears on these sites. Likewise, the security authorities will not bear responsibility for damages to software or other damages caused as a result of using these sites. It shall be clarified that when editing the links to external websites on the site, it was found that the information on them suited the general aims of the site and that the links themselves were in good order at that time. However, there may have been changes to the site being linked to over time, and therefore links to other sites must not be interpreted as providing sanction, authorization, recommendation, or preference on the part of the security authorities to the linked sites or their operators, their owners, or creators, including to documents and to any other material that appears on them, or material displayed on them.


Other publications by the IDF/the Home Front Command and the State of Israel


In any case of a deviation and/or mismatch between the material displayed on the service and whatever is established in any law or written official publication by the State of Israel, including the guidelines of the various government ministries regarding coping with the coronavirus in the domains they are responsibility, the law or publication shall prevail.
In any case of a deviation and/or mismatch between the material displayed on the service and another official publication by the security authorities, the security authorities alone will determine which of them is considered correct.


Use of the site’s contents

According to the copyright laws in force in Israel, and in accordance with international treaties, the copyright for the publications of the security authorities, including the works advertised on this site, belongs to the State of Israel, the Ministry of Defense, and the IDF, unless it is expressly noted that the copyright to the content belongs to another party. For works in which the copyright belongs to another party, the security authorities will act to receive a usage license including providing credit in accordance with legal guidelines. These rights apply, inter alia, to the text, the pictures, the illustrations, and the maps, audio segments, video segments, graphics, and software applications (hereinafter: “the protected works.”) The security authorities permit the user to make reasonable use of the protected works found on the site, in accordance with the instructions of the law and subject to the following terms:
• Each protected work will appear in its entirety, as it was presented on the site, except for changes which involve editing for figural adaptation to the publishing site. No distortion, tampering, or other change may be made to a protected work, nor any action which reduces the value of the protected work, which is liable to harm the dignity or the reputation of its copyright owner.
• All protected works may only be published with a clear reference of its relation to the security authorities and to the site, and to them only.
• Each protected work shall only be published with an attached link to the appropriate page on the site.
• Do not make use of the protected works for the purposes of commercial advertising or any other commercial use.
• Any use of images and/or films from this site in which human beings appear must be in accordance with the law. The publication of an image of a person on this site is not to be seen as giving the consent of that person, or granting authorization by the security authorities, for any other use of that image.
• Use of the symbols of the security authorities which appear on the site must be in accordance with every law, including the Law for the Protection of Symbols, 5734-1974.
Nothing in these policies places any responsibility of any kind on the security authorities as regards the use of the works protected by copyright which belong to other parties. Each use of a work appearing on the IDF site, which is protected by copyright belonging to another, must be in accordance with the law.


Privacy Policies

For efficient site maintenance and management, information is collected for statistical reasons using software intended for that purpose. The information is collected for the purposes of locating the most and least sought-after information; locating technical deficiencies in the structure of the site; and examining the system’s functioning. This collection is performed using “cookies” as well as by ongoing collection of the “hits” to the site.
• “Cookies” are pieces of information from the internet server which are written into the browser. These generally serve to create continuity in the communications between the user and the server, and are used to collect the said data.
• The mechanism of “cookies” may be controlled within the browser and users are not required to provide any information in order to enter the site and browse it. The user may at any time cancel the use of “cookies” and control the flow of information in the “cookies.”
• No use is made of the information collected during the operation of the site in order to identify the users and/or any other use that harms the privacy of the individual, and the information is solely intended for the purposes listed above.
