In-person Services and Providing Service to Green Pass Holders only

The following places can open to the public, only by presenting the "Green Pass", meaning, a Recovery Certificate, or a Vaccination Certificate, or a certificate of eligibility for this from the Ministry of Health:

 

Gym or studio - customers can be admitted by pre-registering only, while maintaining a distance of 2 meters between people (unless there is a partition), and without the use of a Jacuzzi or sauna. Reception: one person per 7 square meters, up to 10 people indoors and up to 20 people outdoors, the higher of the two.

 

Swimming pool and Ritual Mikveh for men - a pool will operate without sitting in the snack bar area and without operating a Jacuzzi or sauna. Reception: one person per 7 square meters or up to 10 people indoors and up to 20 people outdoors. Number of people in the pool - one person per 6 square meters at most.

 

Cultural and sports events (including cinema, theater, cultural hall, stadium and sports field) - by prior reservation only, no breaks, no dancing and no eating. Viewing will take place in seating only, in pre-marked and pre-arranged locations. In an open area that does not include fixed seating, there will be a division into separate complexes of up to 20 people at most, at a distance of at least 2 meters between complexes. People who do not live in the same place will have at least one empty chair between them. No food may be served or sold in the complex or at the entrance to it, except for personal drinking bottles. Audience intake: 75% of the occupancy at most, up to 300 people indoors and up to 500 people outdoors.

 

Exhibitions (not in the museum) - by pre registering only. Guided tours will be held with a maximum of 10 people and by prior reservation. Reception: one person per 7 square meters, up to 300 people indoor and up to 500 people outdoors.

 

Hotels, guest complexes and B & Bs that operate over 6 accommodation units - also open for accommodation of children up to the age of 16, and for air crew or foreign nationals staying in the country as part of their job, subject to a negative Corona test result taken up to 48 hours before arrival. A separation must be maintained between an air crew member and a foreign citizen, who is not a recoveree, and the other hotel guests, including the prevention of the use of the common hotel facilities. Do not operate the dining room. Reception: one person per 7 square meters or up to 10 people indoors and up to 20 people outdoors, the higher of the two.

 

Areas declared as a special tourist area ("Tourism Islands") - in accordance with the outline detailed below.

 

Special emphases

● The business owner who operates in accordance with the Green Pass, must place a sign in a conspicuous place at the entrance, in Hebrew, Arabic and English, regarding the obligation to present a Green Pass. In a hotel, the sign will also include the obligation to present a certificate of test results to minors, air crew members and foreign nationals.

 

● Only a person who presented the Green Pass certificate along with an ID card before entering, will be allowed entrance to those places, and in a hotel, also a negative corona test result for minors, air crew members and foreign citizens.

 

● In the place that operates by pre-registering, customers must be informed upon making the registration that they are obligated to present a Green Pass before entering the place, and at the hotel also about the obligation to present a certificate of test results to minors, air crew members and foreign citizens.

 

● Workers in a place that operates in accordance with the Green Pass, are not required to present a Green Pass or a Vaccination or Recovery Certificate at the entrance.

 

● A place that can be opened to the public in one of two ways - either to the general public or to those holding their Green Pass (such as a hotel and a house of prayer), will be opened in only one of those ways.

In-Person Service and Providing Service without the Green Pass

The following can be open to the public:


• Malls and markets - No seating is allowed for eating in the mall area. Rules for in-person service in public areas - one person per 15 square meters.

 

• Stores – at a small store (less than 150 sqm) – one person per 7 square meters, or up to 10 people, the lower of the two. In a large store (more than 150 square meters - one person per 15 square meters. Stores that sale and supply essential products and services (food, hygiene products, pharmacy and optics, laundry, laboratory for repairing communication products or computers, essential appliances, essential products for home maintenance and tools) - one person per 7 square meters, or 10 people indoors and 20 people outdoors, which ever is higher.

 

• Restaurants and cafes – deliveries and take-out.

 

• Museum - by reservations only. Guided tours will be held with up to 10 people at most. Rules of in-person service – one person per each 7 sqm, up to 10 people indoors, the higher of the two. In a place that is more than 150 square meter in size – one person per 15 square meters.  

 

 A zoo or safari, an organized trip, an open - air tourist attraction (without the use of facilities except for operating a cable car), nature reserves, a national park, a national site, a memorial site, an antiquities and heritage site, a park or open space of a similar nature used for tourism, a - one person per each 15 sqm, up to 10 people indoors and 20 people outdoors, the higher of the two. In a cable car – up to half of the permitted occupancy, except for people who live in the same house.

 

• Providing service in the private and public space - service can be provided in accordance with the restrictions of gathering (up to 10 people indoors and up to 20 people outdoors), such as fitness training or private lessons. Do not provide service at the business, except in places that operate within the Green Pass Outline. For the full details about providing services, go to the Purple Badge website.

 

• Driving lessons - up to 2 passengers in the same vehicle, in addition to the driver, except for people living in the same place. In a private vehicle that has more than one rear bench, one additional passenger can be transported in each bench as long as he is sitting in a separate bench.

 

• Therapeutic pool - one person per 7 square meters or up to 10 people indoors and up to 20 people outdoors, whichever is higher.

 

• B & Bs - accommodation complexes, in which a maximum of 6 accommodation units are operated, and which do not have a common entrance or common spaces for the accommodation units; Can accommodate an audience, without operating common areas (pool, dining room, etc.). Each accommodation unit will accommodate people living in the same place of residence only.

 

• Library - one person per 7 square meters or up to 10 people indoors, the higher of the two.

 

• Place for renting diving equipment and water sports - for renting equipment only.

 

• Hotels and hostels - if they do not operate within the Green Pass, can only operate for a short or long-term alternative to housing, even for non-residents (taking into account their job, occupation or purpose of stay in the country), provided the purpose of stay is not vacation or recreation, and without operating shared facilities.

 

• Essential medical care - can accept customers, including for medical diagnosis, preventive medical care, psychological or nursing care, dentist, intern, brother or nurse, midwife, psychologist, occupational therapist, physiotherapist, communication clinician, nutritionist- Dietitian, clinical criminologist, podiatrist, podiatrist and surgeon. Rules for in-person service - one person per 7 square meters.

 

• A place to provide complementary medicine treatment - by appointment only. If the treatment involves contact with the patient's body, the equipment must be disinfected and the therapist must wear a mask and face shield during treatment. Providing in-person service - one person for every 7 square meters or up to 10 customers indoors, whichever is higher.

 

• A place for providing non-medical care for the human body - can provide person service including a hairdresser and a place for providing beauty and cosmetic treatments. The equipment must be disinfected and replaced and the therapist must wear a mask and face shield during the treatment. In-person service - one person per 7 square meters or up to 10 people indoors, the higher of the two.

 

• Welfare frameworks and a place used for guided activities to preserve and promote physical and emotional functioning for people with disabilities - up to 15 people indoors and up to 20 people outdoors.

 

• Local authorities - activities of the youth units, including the activation of volunteers, activities of a promotion unit in the Department of Education, including activities at the Education Center for Dropout and At-Risk Youth, all welfare services, and planning and construction committees, including licensing and supervision. In-person services - one person per 7 square meters or up to 10 people indoors and up to 20 people outdoors, the higher of the two.

 

• Ballot box used for primary elections - can be opened to the public subject to questioning those entering the place whether they have had a fever or have had a fever in the last 48 hours and whether they have been in contact with a verified patient in the last two weeks (excluding ballots designated for people who are ill and are required in quarantine), and checking their temperature by a non-invasive mean. In-person service - one person per 7 square meters or up to 10 people indoors and up to 20 people outdoors, the higher of the two.

 

• A place used for the benefit of the training of a professional or competitive athlete and a competitive dance studio - can be operated in accordance with the rules listed below. In-person service: one person per 7 square meters or up to 10 people indoors, or 20 people outdoors, the higher of the two.

 

• Places that are still closed to the public - banquet halls and gardens, places of entertainment, places for conferences and indoor attractions.

Tourism Islands

The Ein Bokek-Hemi Zohar area is declared as a special tourist area (tourist islands) from Sunday, 21.2.2021, at 07:00, until Monday, 22.3.2021. In this framework, accommodation facilities are opened to the public that include 11 housing units or more, for accommodation purposes, including a swimming pool, dining rooms and prayer houses for the use of the guests.

 

Conditions for entering the tourist islands

Entrance of visitors for hospitality purposes - a negative result must be presented in a corona test taekn during the 72 hours prior to admission to the place, or a recovery certificate or vaccination certificate.

 

Entry of residents and workers in the tourist areas - a negative result in a corona test must be presented and will be performed once a week (not including a test at rapid corona test stations, the results of which are obtained on the spot). A resident of a special tourist area who received a positive result in the Corona test, may enter the area in order to reach the place of quarantine in the fastest way and without using public transportation.

 

Eligibility for rapid corona tests at the entrance to the tourist islands

At the entrance to the special tourist area, free corona test stations will be set up, which allow entry into the area without presenting a vaccination certificate or recovery certificate. A rapid check can be performed at these stations, only in the following cases:

• Residents of the area or nearby towns - Mount Amasa, Neot HaKikar, Neve Zohar, Ein Gedi, Ein Hatzeva and Ein Tamar;
• Arrival for the purpose of receiving medical care or receiving social care in the context of welfare;
• Reaching a legal proceeding to which that person is a party, has status or must be present;
• Attending a funeral, circumcision or wedding ceremony of a first-degree relative;
• Arrival at a workplace located in the special tourist area;
• transfer of a minor between his parents living separately, one of whom lives in the special tourist area;
• other vital need or urgent need for approval of a body authorized by the government;
• Studies at an institution of special education (unless there is an exemption as detailed below).

A person who is entitled to an immediate corona test but it is not available upon arrival at the place is entitled to enter the special tourist area after taking a regular corona test at the checkpoint, and if the position is not available - it is possible to enter the place without test.

 

Entry without obligation to present a negative result in a corona test

It is possible to enter a special tourist area without the obligation to present a negative result in a corona test, in the following cases:

• Arrival for urgent medical treatment at Magen David Adom station (including Corona patient);
• a child under 11 years of age;
• A person with a developmental mental disability, or autism, or cognitive impairment, or upper respiratory tract deformities, or a physical, mental, or cognitive disability that does not allow testing or cooperating with the test because of his or her disability.
• A police officer, soldier, prison guard, employee of the National Fire and Rescue Authority, a social worker in the Ministry of Labor, Welfare and Social Services or a local authority, and a medical staff member entering the area as part of his job (including doctor, intern, brother, medical auxiliary, paramedic or medic).

 

Guidelines for running an in-person service business in a special tourist area

• Restaurants and cafes - in open space only, up to 50 diners (fine for violating this guideline - NIS 5,000). The tables should be placed at least 2.5 meters apart.
• Dining room in a guest facility - open for the use of local guests only, up to 50% of the allowable occupancy. The tables should be placed at least 2.5 meters apart.
• Swimming pool in the accommodation facility - the number of people staying in the pool will be per person up to a maximum of 6 square meters. In the pool divided into tracks - up to 2 swimmers in each track.
• Tourist attraction, including a water attraction and a playground (except for a playground for toddlers) - in an open area only. Each facility in the attraction area will have a maximum of one person, or people living in the same place or people staying together in a guest unit. Marine and amusement facility (except for a playground for toddlers) - in open space only.
• Swimming pool in the accommodation facility - for the use of the guests of the accommodation facility only. Do not allow people to sit in the field.

Guidelines for Operating the Businesses

Rules for operating the workplaces - Workplaces that are allowed to employ employees are required to meet the "purple badge for employing workers" conditions, fill out an online purple badge declaration form and keep it at the business (after sending the form the sender will receive a copy by email). Workplaces with more than 10 employees - In places that are allowed to work, if they have more than 10 employees, the employer will appoint a corona supervisor, inform the employees about the rules and guidelines to be observed by placing a sign in the workplace, and the foreman and corona will sign a statement on the rules.

 

In addition, the employer must ensure compliance with the following rules:

 

1. Maintain a distance, as far as possible, of at least two meters between one person to the other;

 

2. Each employee will be assigned, as much as possible, a permanent personal equipment, including a keyboard, mouse, and landline phone. If this is not possible, equipment used by more than one employee will be thoroughly disinfected before each transfer.

 

3. When working in shifts, the same group of workers should be placed in the same shift as much as possible.

 

4. Body temperature must be taken by a non-invasive mean for employees entering the workplace, and an employee with a body temperature of 38 degrees Celsius or higher will not be allowed to enter.

 

5. administrative work: An employee must sit, as far as possible, in a permanent work station that includes permanent personal equipment, in each room a distance of at least 2 meters between people will be maintained (unless there is a partition to prevent spray transfer).

 

6. An employer may allow professional meetings to be held with the participation of no more than 50 people, including the participation of people who are not his employees. There must be a distance of at least 2 meters between people or a partition to prevent the transfer of spray from person to person and in which no food will be served to the participants.

 

7. Eating or drinking should be done, as much as possible, in the employee's regular room.

 

8. An employer shall determine, based on his discretion of employees, who may work remotely.

 

9. An employer will instruct his employees to strictly observe the rules of hygiene including hand washing.
