Restrictions for Lockdown Period

As part of the fight against the Corona virus and in view of the high level of morbidity and coping with the spreading of the virus, the government has extended the validity of the lockdown guidelines until Sunday 31.1.2021, and authorized new guidelines. The following are the guidelines valid for this period.


Restrictions on Leaving the House

•You can leave the house for up to 1,000 meters, excluding in exceptional cases and for corona tests and vaccinations.
• It is prohibited to stay in another person's residence.

 Educational framework

It is not allowed to conduct studies in all educational institutions except in the frameworks of special education, frameworks for at-risk youth, boarding schools and a number of other frameworks.
In addition, it is possible to allow access to the institution's equipment for the purpose of performing an online test, as well as access to the institution for the purpose of performing an offline test due to a learning disability. Each student must receive individual authorization from the Head of the institution and the Director General of the Council for Higher Education. It is also possible to take exams in the field of medicine and health, Bagrut exams and practice tests.

Rules of Gathering and prayers

As a rule, avoid all gatherings. A gathering of up to 5 people indoors and up to 10 people outdoors is allowed (for the purpose of a wedding, or a religious ceremony to mark the Bar Mitzvah or Bat Mitzvah, Brit or a similar religious ceremony celebrated in other religious, in which a gathering of up to 10 people indoors and 20 people outdoors is permitted, by first degree relatives only).

Prayers – it is possible to pray at a house of worship that is up to 1000 meters from home, provided that no more than 5 people are indoors. A prayer outdoors can be held under gathering limitation of up to 10 people.


Commerce, Recreation and Leisure

• Do not operate businesses in the fields of commerce, recreation and leisure, except for places for the sale and provision of essential services.
• Deliveries are allowed (but pick up is prohibited).

Workplaces

An employer will not allow the arrival of employees to their workplace, unless they are included in the list of places where arrival of employees to work was permitted. The activity at the workplaces will be held in accordance with the rules set in the guidelines.

Flights abroad

Leaving to the airport for a flight outside of Israel will be allowed up to 8 hours before the flight time, and only in the following cases: The flight ticket was purchased before Thursday, 7.1.2021, or the flight is for one of the purposes listed in the restrictions, or the Director General of the Ministry of Transport has authorized to leave the place of residence to the flight for other purposes as well, if he finds that there is a personal or humanitarian need that justifies it.

Arrival to Israel from abroad

As of Saturday, 23.1.21, it is possible to board a flight to Israel subject to the presentation of a corona recovery certificate, or a negative result in a corona test performed up to 72 hours before the departure date, or a certificate from the Exceptions Committee. This guideline only applies to a passenger who has been outside Israel for more than 72 hours, or to a crew member on an aircraft who is supposed to stay in Israel for more than 72 hours.

Please note: all of those coming from UAE, Brazil, South Africa and Zambia, are also required to stay in a state-run quarantine hotel, but they can switch to quarantine at home, if the conditions listed in the guidelines are met.

Sports Activity

Sports activities are allowed for individuals with no limit on distance from home. The use of vehicles for the purpose of the activity is prohibited.

It is forbidden to have training sessions with a trainer, with the exception of professional athletes.

As of Friday, 22.1.2021, football and basketball games can be held in the major leagues, and sports training in professional setting or for the purpose of preparing for a competition, including swimming.

Travel by Car and Public Transport

Traveling by private car is allowed up to 3 people (including the driver) and except for people living in the same place to which this restriction does not apply. In a private vehicle with more than one rear bench, one additional passenger can be transported on each bench. In case of essential need more than 2 passengers can be transported.

• Public transport activity - Public transport lines will be reduced to 50% occupancy.
