The updated guidelines

Cancellation of the requirement to wear masks outdoors, and eased restrictions on gatherings and activities under the Green Pass plan. Here are the current guidelines.


Cancellation of the requirement to wear masks outdoors

From Sunday 18.4.2021, mask wearing will no longer be required outdoors. It is recommended to continue wearing masks at gatherings.Masks must continue to be worn indoors in buildings that are not one’s home.


Gatherings

It is possible to hold gatherings of up to 20 people indoors and up to 100  people outdoors.

Operation of educational frameworks

The educational system returns to full operation
The entire educational system returns to full operation, including the following institutions:
* early childhood education (up to age 6)
* schools
* after-school programs
* boarding schools
* informal education (including enrichment  classes and youth movements)
* higher education and professional training

Please note the following highlights:
* Studies in all educational institutions will be held during the entire week, with no division into groups or limits on travelling between classes.
* Studies in all educational institutions may be held in groups whose size exceeds the general occupancy restrictions for gatherings.
* Students and staff members are not required to be Green Pass holders.
* The Ministry of Health's guidelines, including wearing masks when indoors, strict maintenance of personal hygiene, ventilation of classrooms and maintaining a distance of 2 meters from others, must continue to be upheld.

In-person service the Green Pass outline

 Entry to the following places will be permitted after presenting the Green Pass or by presenting a negative result from a rapid Corona test, performed at the entrance to the site, for the purpose of entering the same site only. Entry is also permitted for infants up to one year of age.

Places permitted to operate under the Green Pass outline:

• Locations which are hosting a race – Under the Green Pass outline, it is possible to open spaces which are hosting races that are also open to amateur athletes, and which include running, walking, swimming, bicycle races, and etc. Participation is conditional on advance registration, and the number of participants will be limited to up to 1,000 people at most.

• Event spaces - In addition to green pass holders and those with a negative rapid Corona test result, up to 5% of participants can enter after presenting a negative Corona test result from a test performed within the previous 48 hours.

• Places where events including cultural or sporting events in the presence of an audience, or seated ceremonies, conferences or lectures which take place without the sale of food- It is permitted to serve beverages in the seating areas or at the entry to the event, and the following easing of restrictions on hosting events will apply: buildings with over 5,000 seats – up to 40% occupancy, and not more than 4,000 people, will be permitted. In outdoor event spaces with more than 10,000 seats – up to 30% occupancy, and no more than 10,000 people, will be permitted.

• Places holding events or organized activities which are not seated, or with the sale of food and beverages- Places holding events or organized activities which are not seated, such as cultural and sporting events in the presence of an audience, ceremonies, conferences or, or events that include service or sale of food, including concerts, celebrations, parties, or classes for adults. Outdoor events may include up to 750 people at most.

• Restaurants and cafes - with indoor seating

• Indoor attractions and outdoor tourist attractions where rides are operated;

• Hotels, including guest housing with more than 6 housing units – may also accommodate minors under the age of 16 who present a negative corona test result from a test taken in the previous 48 hours.

Stadiums, sports fields, sports halls and any other place used for hosting sports events.

• Sports facilities, gyms, studios and indoor swimming pools, including use of saunas and jacuzzis.

Indoor swimming pools may be operated, with separate times for professional or competitive athletes.

• Exhibition space or indoor fair grounds (except for museums, which are open to the general public).

• Men’s ritual bath (Mikve)

Prayer houses approved to operate in accordance with the outline of the green pass - In buildings with more than 5,000 seats – up to 40% occupancy and not more than 4,000 people. In buildings with over 10,000 seats – up to 30% occupancy and not more than 10,000 people. For further information,

Notes for in-person services at businesses and public places:

• The obligation to measure temperature and question those entering a public or business place has been cancelled, and the obligation to measure temperature for employees entering the workplace has been cancelled.

•  Entry to places that operate under the green pass outline can be permitted after presenting a negative rapid Corona test result.

• It is forbidden to organize or participate in organized trips,  conferences,  sporting events, a festival, an entertainment show or an art show, in ceremonies, including weddings or religious ceremonies, or parties, (other than those in a location open according to the green pass outline– up to 20 for indoor events, and up to 100 people for outdoor events.
