Flying abroad and entering Israel

The government extended the restrictions and set new guidelines for going abroad and entering Israel. In addition, all those who come from abroad aside from exceptions are required to stay in state-run hotel. All the latest guidelines

The State of Israel continues its efforts to prevent the spread and infection of the Coronavirus. Recently, evidence and data have accumulated indicating the existence of a new mutation of the virus, which has been detected in several centers around the world.

The implications and effects of this mutation are not yet known, but it is our duty to take necessary steps to prevent it from spreading. In this context, the government has extended the restrictions on departing abroad and entering Israel, and set new restrictions at the International Airport and at the sea and land crossings.

 

Guidelines to those departing Israel 

Departing Israel is only permitted for citizens who are not Israeli citizens or residents,a person whose permanent residence is abroad, an air crew member leaving Israel as part of his job or if you have received an authorization from the Exceptions Committee, subject to the conditions listed in this link.
In order to depart Israel, the following documents must be presented at the Border Crossing:
• Authorization from the Exceptions Committee that you can depart Israel.
• Declaration of a passenger departing Israel submitted in the website of the Ministry of Health. To fill out the declaration, follow this link. The passenger declaration must be filled out according to the guideline of the Ministry of Health, up to 24 hours before departing Israel.
• All those departing Israel, except those with a recovery certificate or vaccination certificate, are required to present a negative result in a corona test, which was performed during the 72 hours before leaving Israel.

Instructions for staying at Ben Gurion Airport and during a flight or sailing from Israel

• Mask should be worn in a manner that covers the nose and mouth from the moment of entry to the border crossing (from age 7 and up), and during a flight or voyage (from age 6 and up).
• Keep a distance of 2 meters between people who do not live in the same household.
• Personal hygiene must be observed, including hand washing and the use of hand sanitizers.


Guidelines for returnees to Israel

It is strictly forbidden for foreign airlines’ flights to land in Israeli territory, except for exceptional cases of cargo flights, emergency flights for medical evacuation and firefighting flights. Aside from the exceptional cases, entering Israel will only be possible using Israeli airlines.

The conditions to enter Israel

• You can enter Israel only with the authorization of the Exceptions Committee, except for aircrew. To apply to the Exceptions Committee, follow this link . For a list of the criteria for obtaining entry permits by the Exceptions Committee, visit this link.
• Entry through a land crossing will be done with the approval of the Exceptions Committee for those who have left for Jordan and want to return to their permanent residence in Israel, only through the Jordan Crossing border station and in accordance with set dates to be transferred by the Exceptions Committee.
• A health declaration must be filled out for an incoming passenger on the website of the Ministry of Health. To fill out the declaration, follow this link. The passenger declaration must be filled out according to the guideline of the Ministry of Health, up to 24 hours before departing Israel.
• A negative result in a corona test taken up to 72 hours before the scheduled departure must be presented, or a Recovery Authorization or a Vaccination Certificate.


Note: all those entering Israel from all border crossings, including vaccinated and recovering, are required to present a negative result for a corona examination, in accordance with the following details:


1. International Airport - presenting a negative result in a corona test performed up to 72 hours before the departure date.
2. The Jordan border station - presenting a negative result in a corona test performed during the 72 hours prior to entry. It is possible to enter on the dates set by the Exceptions Committee.
3. Marine border station - presenting a negative result in a corona test performed during the 72 hours prior to departure from the other country.

All those entering Israel (including holders of a vaccination certificate or recovery certificate) through an air border, or sea or land border crossing, are required to take a corona test at the border crossing at the entrance to Israel. If it is not possible to take a test at the border crossing, it is not required to take the test.

those who must be quarantined at the state-run quarantine hotel, will be able to take the test at the hotel, and those who are not required to be quarantined at the state-run quarantine hotel will not be required to take the test in such a case.


Connection flights

Passengers arriving in Israel by connection flight, and who have been abroad for more than 72 hours, are required to take a corona test within 72 hours before the scheduled departure time of the first flight, provided that the waiting time between the first flight and the flight landing in Israel is less than 24 hours.

Requirement to carrying out quarantine for those entering Israel

Those entering Israel are required to stay in a state-run quarantine hotel, except in exceptional cases that will receive an exemption at the airport and are listed at this link. Following the transfer to the state-run quarantine hotel, a request to the Exceptions Committee may be submitted, as detailed below.


Transfer to quarantine hotel

Those entering Israel will undergo a multi-step reception procedure, at the end of which they will be transported to the state-run quarantine hotel by shuttle. The decision as to which hotel the returnees to Israel are directed to, is made by the Home Front Command and the Ministry of Health officials at the airport.

Exceptions Committee to granting exemptions from staying at a state-run quarantine hotel

Please note: there is no Exceptions Committee at the state-run quarantine hotels for granting an exemption from staying in a hotel.
You can apply to the Exceptions Committee for an exemption from staying at a state-run hotel at this link . Documents supporting the application must be attached.

The Exceptions Committee’s answer is usually received within 24 to 36 hours, via the Hotel operations desk. If a negative answer is received or if further processing of the application is required, this should be done by contacting the HMO or the "Health Voice" center of the Ministry of Health, at *5400.



Duration of Quarantine

It is required to stay in quarantine for 14 days. The duration of quarantine can be shortened to 10 days, provided that a negative result is obtained in two corona tests. For complete information on the conditions for shortening the duration of quarantine.
 


Recoverees who have been diagnosed with the coronavirus abroad or vaccinated abroad

Those who have fallen ill and recovered or been vaccinated abroad are required to move to state-run quarantine hotel upon arrival in Israel. It is possible to be exempt from the required of quarantine by submitting a request to the Exception Committee and presenting documents attesting to being ill or vaccinated abroad. If necessary, the Ministry of Health will authorize a serological test (antibodies) at the hotel or  at a recognized and authorized laboratory, and depending on the results, an exemption from quarantine will be granted.

Those who have recovered or been vaccinated abroad who belong to one of the following populations: age 70 and over, unaccompanied minors (under 18), supported and disabled with significant functional difficulty or wheelchair users, and pregnant women from week 20 onwards, are referred to home quarantine after crossing the border after questioning at the border crossing, and required to apply for an exemption from quarantine in accordance with the following procedure:

• A serological test (antibodies) must be performed in Israel in one of the laboratories recognized by the Ministry of Health. Please note: Wait at least 10 days between receiving a positive result for Corona and performing the serological test.

• Upon receipt of a positive result in a serological examination, an online application form must be completed for an abnormal exit during quarantine. Attach to the form the documentation of the result of the serological test performed in Israel and documentation of the corona test or serological test performed abroad, or official confirmation of receiving a vaccine abroad.


Foreigners who develop symptoms during their stay in Israel

Foreign passengers who develop symptoms during their stay in Israel are required to contact the MDA hotline at 101 or the Voice of Health hotline at 5400 *, in order to receive instructions.
