The Green Pass

As of Sunday, 21.2.21, vaccinees and recoverees from Corona can issue a Green Pass. How can the pass be issued and what activities does it allow? all the details.

As part of the fight against the Coronavirus and in order to allow a return to a responsible and controlled routine of life during this period, businesses and public places reopened for the entry of only vaccinees and recoverees, who hold a Green Pass i.e. recovery certificate, vaccination certificate, or eligibility confirmation of the Ministry of Health.

The Pass allows its holders to enter businesses, institutions and events, which are not open to the public who do not have the Pass. Entry will be allowed after the document is scanned by the business, along with an ID card. A person who stays without a permit in a place operating by the Green Pass and business owners who allow public in without a green label contrary to the guidelines, are subject to a fine.

The Green Pass is currently available only in the following cases:

● People who have completed 2 vaccine doses and have passed at least one week from the date of completion of the second dose, and have a valid vaccination certificate.

● Recoverees, with a certificate of recovery, whether they were confirmed at the time of their illness or received a positive result in a serological test (antibodies test).

At this time, it is not possible to enter places that require a Green Pass for people that tested negative for Corona as well as for children under the age of 16, except for a hotel and accommodation complex.

How to issue a Green Pass

The Pass can be issued through the Ministry of Health, as follows: from Sunday, 21.2.2021, in Hebrew, Arabic, Russian and English, in one of the following ways:

● Ministry of Health website - go to this link, click on "Select Documents", select "Green Pass" and print it.

● Ministry of Health Traffic Light app - Once the pass is issued, it can be displayed in the app, without the need for reproduction.

● Voice mail - the Pass can be issued by e-mail, fax or mail, by calling the Ministry of Health voice mail at 02-508-2000. Pass will be printed on paper including a barcode.

● “Voice of Health” call center at *5400.

Information about the Green Pass

The green pass includes the name of the person in respect of whom the certificate was issued, an identity number, or other identification number, the expiration date of the certificate and a means of verifying the certificate. The green pass is personal, does not include medical information and is valid for six months.


Businesses, institutions and events that can only be entered with a Green Pass

Culture and sports events - sitting only, without breaks, dancing or eating on the premises. Up to 75% occupancy, up to 300 people indoors and up to 500 people in open space.

Gym or studio and swimming pool - can accommodate one person per 7 sqm, by prior reservation only, while maintaining a distance of 2 meters from other people (unless there is a partition), and without the use of a Jacuzzi or sauna.

Exhibitions - one person per 7 square meters, up to 300 people indoors and up to 500 people outdoors.

Hotels - without dining rooms, and also open to children up to the age of 16, who have a negative Corona test result performed up to 48 hours before arrival at the hotel.

● Areas declared as a special tourist area ("Tourism Islands") - in accordance with the outline detailed in this link.

● Prayer houses that choose to operate under the Green Pass - Pre-registered prayer houses can operate according to the Green Pass. Rules for opening to the public - up to 50% of the allowed occupancy depending on the number of permanent seats. If there aren’t permanent seats, the number of people in the place will be one person per 7 square meters, up to 300 people in a closed place or up to 500 people.


Emphasis for business owners and public places operating in accordance with the Green Pass outline

● The owner of a place that operates in accordance with the green pass must place a sign in a conspicuous place at the entrance, in Hebrew, Arabic and English, regarding the obligation to present a green pass. In a hotel, the sign will also include the obligation to present a certificate of test results for minors, air crew members and foreign nationals.

● Only those presenting the Green Pass prior entering along with an ID card, and in a hotel, a negative corona test result for minors, air crew members and foreign nationals.

● In the place that operates by pre-registering or pre-order, customers must be informed when booking about the obligation to present a Green Pass before entering the place, and at the hotel, the obligation to present a certificate of test results to minors, air crew members and foreign citizens.

● Employees in a place that operates in accordance with the Green Pass Outline, are not required to present a Green Pass or a Vaccination or Recovery Certificate at the entrance.

● A place that can open to the public in one of two ways - either to the general public or to those holding their Green Pass (such as a hotel and a house of prayer), will be opened in only one way.

● The owner or operator of a prayer house who wishes to act in accordance with the green pass must submit an application to the local municipality as well as a declaration of compliance with the provisions of the regulations, stating his name, ways of contacting him and the number of people allowed. The local municipality will send a confirmation of the submission of the application and will publish on the municipality’s website or in another way the prayer houses that sent them a permit. The approval of the local municipality must be placed in a prominent place at the entrance to the house of prayer, as well as a sign regarding the obligation to present a "green pass" permit as a condition for entering the place, in Hebrew, English and Arabic. Only those who present the green pass with an ID card before entering may enter the place. The prayers will be held in a sitting position, with an empty chair between people who do not live together, while maintaining the rules of hygiene, disinfection and cleaning, and without serving food.

The differences between the Green Pass and the Vaccination Certificate

The Green Pass is the official name for the certificate issued by the Ministry of Health to vaccinated and recovering people. The Pass grants the holder permission to enter activities, which are defined in the regulations, but does not grant an exemption from quarantine.

A vaccination certificate is given to people who have been vaccinated with two doses of vaccine, includes information in Hebrew and English in an international format for the benefit of travelers abroad, and grants an exemption from quarantine after exposure to a verified patient or return from abroad.
